27.86.020 SCOPE.

For the purposes of this chapter a "development project" is defined as any habitable commercial, institutional, marina, recreational structure, or residential development having five or more living units, or single family residential projects where solid waste is collected and/or loaded in a common location serving five or more units. This chapter shall apply to the following "development projects":

(a) Any new development project, or additions to existing development projects which individually or cumulatively add thirty percent or more floor area within a 12-month period. In cases where projects add thirty percent (30%) or more floor area to an existing development project, regulations for recycling collection areas shall apply to all uses and the entire development project.

(b) To individual tenants within an existing development project occupied by multiple tenants in which tenant improvements individually or cumulatively add thirty percent (30%) or more to the floor area of the tenant's business within a 12-month period.
